A clear warning of the future is always a theme showcased in Cyberpunk, and Bubblegum Crisis is no exception. In many cases the machine can completely think for it self and make its own decisions and goes against its programming for its own freedom. The heroes look into the robots and try to define the different between man and machine in every way possible... That being said there are a few things to note about the importance of what artificial intelligence teaches people in knowing about the Bubblegum Crisis universe.
The Boomer Ai-System The artificial intelligence of boomers is what makes them different then the broad term of robots... The extent of how they can think and how they can function with the likeness of a human is always a topic to talk about. In the case of the systems in Bubblegum Crisis it seems the levels of AI can be very robot like all the way to very human like... capabilities to even break the code have been shown with super boomers or the character largo in deciding to go rogue and have freedom without interference of their construction. Boomer Malfunction When a boomer malfunctions it may seem as it is broken with speech functions repeating or motions being repeated. There could also be glitches that are visual or parts that are not moving the way it was thought out to be. However seeing if a boomer is going rogue depends on how someone views the malfunction. When Boomers are designed to be more like robots it would be seen to be a malfunction, but when they are more human like the lines of a malfunction and going rogue is much up to interpretation. Boomer Rogue The most basic form of going rogue is by breaking all sorts of human laws blatantly or running off to destroy humans as some sort of enemy. This can be seen in the first episode when they use the example of a C-Class Combat Boomer that is fighting against the police and they state. The boomer is equipped with jets in its back, lasers in its body, and very minor fusion technology, so it would be easy to see it as a monster. BGC, EPS 1 "Careful, something is different about this one" From the reactions of the police and the actions of the boomer the viewers can see that it is going rogue on its own accord. But Sylia sees that its also a new model in referance to the C-Class being new and possibly even a new type of Military C-Class boomer. Taking both as possibilities allows for the assumption that there are multiple variations of C-Class boomers and the one found in the first episode was indeed different in some way to the standard build. Some may be of the opinion that if they are broken and are human like they can communicate it, however if there is a strong sense of life that does not listen to commands of its programming it could be seen as going rogue. As with people the idea of a rogue human is quite similar to the rogue boomer when they are so life like and carry emotions. Boomer Reprogramming A boomer that is reprogrammed would be acting on its programming as something that was natural. Questioning what they are doing wrong or considerate of what people or boomers are thinking even if it is something as crazy as killing people. It might seem like a mad machine so to speak that it so naturally goes about its duties no matter what it was.
